Many states have an asphalt price adjustment index. This allows contractors and oil suppliers to confidently bid work for jobs that run over multiple years. Some states still have no index, leaving the contractor or supplier exposed to all oil price risk on jobs.

The west coast indexes are strongly based on Poten & Partners (subscription service that surveys suppliers), while many of the east coast states are performing their own liquid asphalt supplier price surveys. California index  is based on bulletin postings of three suppliers for the Buena Vista and Midway-Sunset fields. Colorado index is based on the price of Western Canadian Select (WCS). WCS is an asphalt dense crude out of Canada. Much of the Rocky Mountain wholesale asphalt supply is derived from WCS.
